To be eligible for this award, nominees must meet the following criteria:
- Be elected into office in any of the three tiers of government in Nigeria, including federal, state, or local government.
- Have served in the elected office for at least one year, demonstrating a minimum level of experience and commitment to public service.
Assessment Indices:
The following ten parameters will be used to assess nominees for the award, providing a comprehensive evaluation of their leadership and governance performance:

- Responsiveness: Effectively addressing the timely needs, concerns, and aspirations of citizens, demonstrating a commitment to public service.
- Social Infrastructural Development: Investing in essential, high quality and durable pulbic services and amenities, such as education, healthcare, roads and other infrastructures.
- Consensus-Oriented: Fostering stakeholders’ collaboration, consensus-building and inclusive decision-making process.
- Equity and Inclusiveness: Promoting fairness, equal opportunities, and social justice, addressing the needs of marginalized and vulnerable groups.
- Effectiveness and Efficiency: Delivering results, using resources optimally, and demonstrating a commitment to excellence.
- Human Capacity Development: Building skills, knowledge, and capabilities, investing in human capital and development.
- Accountability: Demonstrating responsibility, answerability, and transparency, ensuring that leaders are accountable to citizens and stakeholders.
